The new Block HIKI is 222 feet in length and would accommodate 186 prisoners as a three-storied building. In a report by my predecessor dated 9th November 1887, Mr. Price states that if the existing Gaol were adapted for the separate system, by dividing the cells it might be made to accommodate 267 prisoners. Adding the number of prisoners which the proposed new Block would hold, we have a total of 453, or only about two-thirds of the number for which provision should be made. It would thus appear that it is practically impossible to apply the separate system to all convicts by Gaol's
